No, because only the marathon is cancelled.
The organizing office posted a notice on the official Cookie Run X account on Oct 15.
What got cancelled are the 5K and 10K races planned for Sunday 07:00 to 11:30.
The reason given: growing concern about safety and city operating conditions after recent running-event accidents.
The festival is mentioned separately in the last line of the notice.
“The Cookie Run Grand Festival will go ahead as scheduled, Oct 24 to 25 at Seoul Children’s Grand Park.”
- The entry fee (70,000 won) is fully refunded for every registrant.
- No application is needed, and it is cancelled automatically back to your payment method.

The AR tour is a stamp tour where you collect cookies hidden around the park. It is nice to do as a walk.
Once you have collected all the stamps and filled the collection book, the on-site reward booth gives you a gift.
The official X post says it is a random photocard.

Even if your kid is not into Cookie Run, you can head straight to the zoo or a playground.
The AR tour needs an app, and the official page has an “AR tour app download” button.
I would download it at home beforehand so you are not stuck fiddling with mobile data on site.

Here is just what the official notice says.
- There are around 80 kinds of official merchandise.
- Gacha zone: Oven Break Aurora gacha keyrings (30 kinds) and Kingdom Aurora gacha keyrings (47 kinds).
- Lucky boxes are 1 per person.
- Lucky boxes are limited to 100 per day.
A gacha keyring is a keyring picked at random from a set of kinds.
Perks by purchase amount:
- Every customer: in-game coupon.
- 30,000 won or more: lucky draw.
- 50,000 won or more: random photocard (1 of 12).
- 150,000 won or more: tarpaulin bag.
It could end early if stock runs out. With only 100 lucky boxes a day, I would guess right after opening is the most crowded.
The esports finals (World Championship) have a separate ticket sales period (9/28 to 10/23).
The official page says ticket buyers get special goods and priority entry to on-site programs.

Can I bring the car?
On a weekend, I would take public transit.
The park’s official parking notice also says waits are long on weekends and in peak season.
- Subway: Line 7, Children’s Grand Park Station, Exit 1 (main gate).
- Subway: Line 5, Achasan Station, Exit 4 (rear gate).
- 4 parking lots: main gate, underground at Seoul Sangsangnara (서울상상나라), rear gate, Guui Gate.
- Parking: 09:00-22:00, 150 won per 5 minutes for a car.
- The main gate lot reportedly fills up first. If you drive, the rear gate or Guui Gate side is better.
The pop-up is near the Music Fountain, and the activity booths are near Kkummaru.
So entering via the main gate looks like the easier route.

Is anything else on at the park the same day?

Reference notes for parents
The CDC says kids aged 6 to 17 need 60 minutes of activity daily (CDC, physical activity for children).
MedlinePlus also says most children need at least an hour of activity daily (MedlinePlus, exercise for children).
So a long park walk with the AR tour can count toward that daily hour.
The CDC advises scrubbing hands with soap for at least 20 seconds (CDC, clean hands).
It lists coughing, sneezing and blowing your nose as moments to wash, which matters in a crowd.
The US CPSC bans small parts in children’s products meant for kids under 3 (CPSC, small parts).
So keep the small gacha keyrings away from toddlers who still mouth things.
